Marshall’s Staff On Task For District 3

Barbara Marshall filed her last column to the Windward Islander in October when she still chaired the City Council. It was, as usual, a detailed and carefully crafted dissection of complex issues that she wanted her constituents to understand. And she ended it with the words:

“Once again, if you have any concerns about your city government, please feel free to contact my office by phone or e-mail - or attend one of our 3TALKS. Mahalo, Barbara.”

Marshall, 64, died of cancer on Feb. 22, but her next 3TALK is still scheduled to go ahead at 7 p.m. March 10 at St. John Lutheran Church, 1004 Kailua Road, run by her staff, which has rallied on behalf of Windward District III.

“She always said that any neglect of our community would be completely inexcusable,” stated Gail Myers for the staff, adding that they will continue to hold the community forums in the coming weeks and work on Marshall’s budget proposals and various district projects.


Meanwhile, the process of trying to fill her seat on the council has begun. Candidates must file to run by March 9, and voters must register by March 24. Vote-by-mail balloting is planned (with an April 23 deadline) as well as some walk-in sites.

Marshall may have questioned the election’s estimated cost of $250,000, as she paid close attention to waste in government at taxpayer expense. A hard-working, no-nonsense lawmaker, she came prepared, said what she thought and kept on target for what she believed was right. Supporters and opponents alike have called her honest, true, effective, independent, outspoken, tough on issues, passionate, serious and a bulldog.

A Kailua resident for three decades, she is survived by husband, Cliff Ziems, son Joe Marshall and grandson Zachary. Services were pending at press time.
